Council on Children ready for revision of LGU Codes on Children

DAVAO DEL NORTE, May 30 (PIA)—  The Regional Sub-Committee for Welfare of Children (RSCWC) of Davao Region opens itself to providing  technical assistance to local government units (LGUs) especially in their bid to revise  their Local Code on Children.

RSCWC Regional Coordinator Reneeboy “Bhong” Binondo said that RSCWC XI is momentarily opening up doors for LGUs which seek to review and amend provisions of their respective codes on children to integrate new laws that further uphold children’s rights and welfare..

Even if LGUs have just recently passed or amended their Local Code on Children but Binondo said that if new national policies need to be integrated to form part of the local policies on children, “the Local Code on Children can readily be updated.”

Binondo was particularly referring to the Republic Act 10821 or “An Act Mandating the Provision of Emergency Relief and Protection for Children Before, During, and After Disasters and Other Emergency Situations.”

RA 10821 particularly mandates the crafting of Children’s Emergency  Program for Children (CEPC)  which “serves as a guiding document that will prioritize the protection of children, and pregnant and lactating mothers during disaster and emergency situations”.

Another recently approved law on children is Republic Act  11188 or “An Act Providing for the Special Protection of Children in Situations of Armed Conflict and Providing Penalties for Violations Thereof.”

Binondo cited both laws as interconnected because they address children’s concern and special needs during emergency situations.

RA 11188 was approved on January 10, 2019,  while RA 10821 was approved on May 18, 2016 but its corresponding CEPC was formulated and launched in May 2018.

During the same virtual presser,  Davao  del Norte Provincial Social Welfare and Development Office (PSWDO) focal on Child Protection Program Lanny Guinit revealed that the PSWDO together with the Local Council for the Protection of Children is currently on its final stage of having the amended Local Code on Children approved.

“The foremost reason of the amendment is the integration new laws on children: children on emergency and children in armed conflict that were not integrated in the local code on children,” Guinit said in dialect.   (PIA XI/ Jeanevive Duron-Abangan)

Though we are young, though we are still around two-years old from the time we were launched, I say we are fortunate because we did not start from zero.
