IGDD wants stricter compliance of DQR codes

DAVAO CITY, Jan. 14 (PIA)—The head of the Integrated Gender Development Division and  and Enforcement Cluster admitted that the use of DQR codes is wanting.

Lorna Mandin, chief of the IGDD and Prevention and Enforcement Cluster said that there are penalties in the City Ordinance requiring the use of DQR codes but arrest and penalties are no longer enough in demanding compliance.

She stressed that the measure will be more sustainable if everyone is responsible by complying the minimum public health standards like wearing correctly the face masks, hand hygiene using soap, water and alcohol and social distancing.

Mandin observed that ironically, many people have deactivated their cellular phones and go to establishments which do not apply QR codes for tracing.

She told the Davao City Disaster Radio that there are establishments which only scan upon entry but no longer scan the QR code when going out.

Mandin observed that in churches, it is possible to do QR scanning upon entry and inspection of bags by the police, but impossible in going out.

She stressed that arrests and paying penalties are not sustainable because of the economic crisis brought about by the pandemic.   Mandin appealed to the establishments to do QR Code scanning upon entry and in going out of the customers.

She envisioned to do the scanning of the QR codes to present one’s vaccination status.

“Our advice during the post vaccination counselling to photo-copy back-to-back, one’s vaccination cards, and have both copies, the original and photocopied laminated, then bring the photocopied and leave the original cards at home.  There is a big chance to damage the vaccination cards and QR Code that need to be presented every now and then,” Mandin said.

She also encouraged every citizen to secure the copy of the QR codes in every municipality or local government unit where one goes often.

Mandin stressed that the DQR in Davao del Norte is not compatible with DQR in Davao City, the reason why it does not register during the scanning.

She bared that in the past, it was tackled to unify the QR codes in Davao Region.

“The IT experts say it will take time to unify the data from all local government units,” she said.

She said the SafeDavaoDQR guarantees one’s entry to any establishment in the city.

Mandin stressed that measure will be more sustainable if everyone is responsible by complying the minimum public health standard as administrator of the establishment.

She quoted the health department calling the residents to fight the COVID-19 infection.  “Be the solution against COVID-19, be a part of the solution,” Mandin said. (PIA XI-Joey Sem G. Dalumpines)
