E.O. 70 important, Kapalong Mayor says

DAVAO DEL NORTE, Jan. 06 (PIA)—Kapalong Municipal Mayor Maria Theresa has cited the importance of Executive Order No. 70 of President Rodrigo Duterte on ending  the persisting problem regarding local insurgency.

Guesting at Network Briefing  News, Timbol confessed  having found it easier for her to secure assistance from national line agencies for various peace and development interventions in insurgency- affected areas.

“Mas madali na po talaga with EO (Executive Order) 70 dahil ang mga NGAs na po ang lumalapit sa mga local government units, kaya mas madali ma-access ang pondo (It is much easier with EO 70 because the NGAs are the ones coming down  at the local government levels, that’s why it is easier to access funds),” she said.

She revealed  the 300 housing unit-projects of the National Housing Authority (NHA) for indigenous people’s communities of Kapalong’s IP Barangay Gupitan, and the nurses and midwives paid and deployed by  the Department of Health (DOH) to IP communities.

She viewed government programs and projects including school buildings, as immense help in  establishing relatively peaceful situation in Kapalong, consequently bringing back to  the folds of law the mass-base supporters of the New People’s Army.

“Insurgency na isa sa pinaka-malaking problema, 100% wala na.  The one the IP barangay na heavily affected, lahat ng sitios nag balik-loob na lahat,”she said in describing Kapalong’s peace and order situation.

Meanwhile, Timbol also noted the significant contribution  of  road infrastructure projects to Kapalong’s development consequently addressing insurgency problem.

Used to be a dead-end, Kapalong will soon be serving as connecting points to  other regions and nearby provinces with two national highways passing through it to Bukidnon in Region 10 and to Agusan del Sur in Caraga Region.

On  the other hand, Timbol appealed for the restoration of funds for the Barangay Development Program (BDP) saying funding for insurgency-cleared barangays is crucial to their development especially that some local government units (LGUs) cannot shoulder all the needed funding support of barangays.

“Alam ko po some of the budget were cut; sana ma-restore po ‘yon. We  really support  na hindi po bawasan ang  budget ng BDP, malaking tulong po yon sa mga barangay. (We really support the uncut budget for BDP; that is of immense help for the barangays),” she said.  (PIA 11 / Jeanevive Duron-Abangan)

Though we are young, though we are still around two-years old from the time we were launched, I say we are fortunate because we did not start from zero. We were a campus of SPAMAST such that there wer...
