P4.3 B brgy projects under SBDP being implemented in Davao Region



DAVAO CITY, September 23 (PIA) – About 607 barangay projects in spread throughout 215 barangays in Davao region with a total amount of P4.3 billion under the Support to the Barangay Development Program (SBDP) have been started and are set to be completed by the end of this year or early next year.

This was bared by the Department of the Interior and Local Government (DILG) during the One Davao Virtual Presser held Wednesday being tasked to handle the monitoring and evaluation of the said projects.

The DILG Assistant Regional Director Abdullah Matalam explained that the said project funds emanated through the Executive Order 70 or the Ending Local Communist Armed Conflict (ELCAC) by providing developmental government support to conflict-cleared barangays to ensure sustainability of development and finally ending insurgency in the community.

Matalam elaborated that each identified cleared barangay gets a P20-million worth of projects which were identified by the barangay folks.

Majority or 233 projects amounting to P2.5 billion will be spent for the establishment of farm to market road; 158 projects amounting to  P1 billion will go for water and santitaion; 42 projects amounting to P152 million; 30 projects amounting to P194 million for school building construction; while other projects will go to assistance to indigent, health station, housing, reconstruction, rehabilitation, repair, and even COVID vaccination.

Davao City with the most number of cleared barangays or 82 was able to received P1.64 billion for 230 projects; Davao de Oro got P1.3 billion for 128 projects in 65 cleared barangays; Davao del Norte received P40 million for 6 projects in 3 barangays; Panabo City received P400 million for the 40 projects in 20 barangays; Davao del Sur got P120 million for 29 projects in 6 barangays; Digos City with P40 million for the 4 projects in 2 barangays; Davao Oriental was downloaded with P620 million for the 138 projects in 31 barangays; Mati City got P40 million for 5 projects in 1 barangay; Davao Occidental got P100 million for 27 projects in 5 barangays.

DILG XI Project Development and Management Unit Chief Engr. Charito Cinco reported the status of the said SBDP projects in the region.

“Majority of the projects have already completed the Detailed Engineering Design (DED) Preparation, and have started the procurement process and the bidding. We expect that by the end of the year, about half of the projects will already be completed”, Engr. Cinco said.

However, some provinces and component cities showed difficulty and delay in the implementation of the projects.

“We have also offered the service of the DILG for technical assistance especially in provinces which have yet to come up with their Detailed Engineering Design. Rest assured, our personnel in every province or city will help the LGU on that”, said Engr. Cinco.

The DILG has also emphasized the importance of LGUs specifically the local chief executives to prioritize the implementation of these projects as the budget have already been directly downloaded to the LGUs.

ARD Matalam assured the public that said funds will not be used for any other purpose as the DILG initiated cleared barangays to undergo the five-step clearing process through the DILG’s Retooled Community Support Program (RCSP) before infrastructure projects through the SBDP will be implemented.

RCSP is a convergence mechanism for local governments to come together and identify issues and government interventions, particularly at the barangay level. It is based on an empowerment framework that aims to improve people's ability to organize themselves and develop their development by implementing value-chain interventions to improve their current situation.


The phases of barangay clearing are as follows: The RCSP program begins with EO 70 and RCSP orientation for local chief executives (LCE) and Sangguniang Bayan members, followed by Phase 1 on organizing and orienting the provincial, city, and municipal RCSP Core Team.

In the second phase, various activities are carried out, including regular Serbisyo Caravans, immersion proper to match development gaps with existing local programs, and convergence meetings with provincial and national government agencies.

Phase 3 entails assisting LGUs in developing or improving their Barangay Development Plans, Comprehensive Development Plans, or Annual Investment Programs and training and equipping Barangay-Based Institutions (BBIs) to address immediate resolvable gaps (secondary issues) in target barangays.

The fourth phase includes organizing a citizen movement for peace and development, strengthening community security mechanisms and structures, implementing programs, projects, and activities (PPAs) that address primary issues in the barangay, and conducting an information drive on peace, security, and development. The final phase aims to assess the RCSP's implementation results to ensure the program's long-term viability. (PIA XI/Frances Mae Macapagat)

Parents urged to register children to Safe Davao QR before vax

DAVAO CITY, February 22—(PIA) A local vaccine czar urged parents to register first their children aged five to eleven to the SAFEDAVAO QR before they can go to vaccine sites for inoculation. Dr. Josephine Villafuerte, Vaccination Cluster head of the city bared the registration to the SAFEDAVAOQR is crucial so that their children will be integrated in the local vaccination system.
